Cleopatra grew up in Mayaro Trinidad. Her first taste of athletic glory was a first place win at the 2002 NCAA indoor championships.

In February 2004 she achieved her personal best throw of 19.48 metres in Blacksburg.

In 2003, Borel-Brown placed 4th in the Manchester Commonwealth games. She copped a silver medal in St Georges Grenada with a throw of 17.79, and within one month she placed 6th in the Pan American Games in Santo Domingo.

She also competed at the IAAF Japan Grand Prix in Osaka May 10, 2008 as well as the 11th IAAF World Athletics Championships in 2007 in Osaka, Japan.
